Users have to be local administrators on their devices to install Visio. Have your users sign in to and install Visio from the Apps & devices section of My account. Sign in to the Microsoft 365 admin center and assign licenses for Visio to those users.
Purchase Visio Plan 2, with enough licenses for all of your Visio users.
